Analisis Pendapatan, Daya Saing Dan Dampak Kebijakan Pemerintah Terhadap Usaha Peternakan Sapi Perah Rakyat Di Kabupaten Pelalawan
The development of dairy cows in Pelalawan Regency is integrated with
plantation crops (cow-oil palm). Riau Province has the largest oil palm plantation
in Indonesia, which is 2.706 million hectares, so it has a potential source of feed
for dairy cattle and is expected to have an impact on the competitiveness of cattle
farming in Riau. Pelalawan Regency has the largest population of dairy cows in
Riau Province. This research was conducted on the people's dairy farming
business in Pelalawan Regency, the data came from 17 farmer respondents who
had 28 lactating dairy cows. The production input variables observed included :
feeder dairy cows, feed, vitom (vitamins, medicines and minerals), pens,
equipment, labor and electricity, while the production output variables that were
consumed were milk sales value, rejected cow value and livestock added value in
the form of calves.This study aims to determine the level of profit, competitiveness
and impact of government policies on dairy farming using the Policy Analysis
Matrix (PAM).
The results showed that the revenue (revenue) of smallholder dairy cattle farmers
in Pelalawan Regency during one lactation period (10 months=305 days) was
Rp. 834,576,438.36/lactation (Rp. 29,806,301.37/head/lactation) with a total
production input cost per lactation period of Rp. 289,106,155.05/lactation
or Rp10,325,219.82/head/lactation, and the average profit for dairy cattle
farmers is Rp. 545,470,283.30/lactation (Rp. 19,481,081.55/head/lactation). The
people's dairy farming business in Pelalawan District has both competitive
(PCR =0.25) and comparative (DRCR=0.24) competitiveness. The results of the
analysis on the impact of the input policy show that dairy farmers receive input
subsidies from the government with an NPCI of 0.79. This can be seen from the
Input Transfer (TI) and Transfer Factor (TF) which are negative, namely TI
of -Rp 1,034,615.34 /head/ lactation and the TF value of -Rp.195,582.05/head/
lactation. Analysis of the output policy, obtained an NPCO value of 0.93 with a
negative Transfer Output (TO) value of -Rp 2,180,608.05/head/lactation, showing
that government policy through market distortions by increasing milk import tax
by 5%, causing the private price of output to be lower than the social price of
output. Meanwhile, from the results of the input-output policy analysis, a negative
Net Transfer (TB) value of -Rp. 950,410.66/head/lactation, PC value 0.95, SRP
value -0.03. Overall, government policies have not provided incentives
(disincentives) for dairy farming in Pelalawan District with an EPC of 0.96.
