ABSTRACT
This research was carried out at the Kampar District Regional Disaster
Management Agency. The purpose of this study was to determine the implementation of the
main tasks and functions of the Regional Disaster Management Agency (BPBD) in tackling
forest and land fire disasters in the Tambang District of Kampar Regency, and to know the
constraints of carrying out the main tasks and functions of the Regional Disaster Management
Agency (BPBD) in tackling fire disasters the forest and land.
This study uses qualitative analysis by conducting interviews with research
informants, conducting observations and documentation. The results of the study note that the
implementation of the main tasks and functions of the Regional Disaster Management
Agency (BPBD) in overcoming the disaster of forest and land fires in the District of
Tambang Kampar Regency has been well implemented, but has not shown optimal results
because it still experiences several obstacles faced by the BPBD of the Regency of Kampar in
overcoming the disaster of forest and land fire.
The obstacles to the implementation of the main tasks and functions of the
Regional Disaster Management Agency (BPBD) in tackling forest and land fire disasters in
the Tambang District of Kampar Regency are the first factors of human resources (HR),
where the number of human resources in the Kampar Regency BPBD is 65 (Sixty five) both
ASN and THL. As we know by looking at the coverage of forest and land fires in Kampar
District, Kampar Regency is very broad, it is not enough with the human resources owned by
the BPBD of Kampar Regency in tackling the fire disaster. Secondly, the skills (HR) that
have not been competent and have not been trained in fire disaster management, due to
mutations between employees so that new people do not yet have expertise in tackling this
fire disaster. The three facilities and infrastructure owned by the Kampar Regency BPBD are
still lacking. Due to lack of facilities and infrastructure, performance is slow and sometimes
inefficient. The Fourth Fund, where funds or finance becomes one of the important things in
every human activity including the organization. If an organization is short of funds, it will
hamper the performance of the organization in achieving its goals.
