Pelaksanaan Program Pelalawan Cerdas Tingkat Sekolah Dasar Di Kecamatan Pangkalan Kerinci Kabupaten Pelalawan Tahun 2017-2018

The Smart Pelalawan Program at the Elementary School (SD) Level in
Pelalawan Regency was started in 2016. The implementation of the Smart Pelalawan
Program is carried out in accordance with the Pelalawan Regency Regional
Regulation Number 11 of 2016 concerning the 2016-2021 Pelalawan District
Medium-Term Development Plan which describes the program Pelalawan Emas
strategic program in which there are 7 superior programs, and Pelalawan Cerdas is
one of the superior programs in the field of education which is expected to make the
people of Pelalawan Regency an educated and competitive society. Pangkalan
Kerinci District is the capital of Pelalawan Regency which is far more advanced than
other Districts so that education in Pangkalan Kerinci District should go according to
what the Government has planned.
The purpose of this study is to describe the implementation of the Smart
Pelalawan Program at the Elementary School Level (SD) in Pangkalan Kerinci
District, Pelalawan Regency in 2017-2018, then also to determine the factors that
influence the implementation of the Smart Pelalawan Program at the Elementary
School Level (SD) in the District Pangkalan Kerinci, Pelalawan Regency in 2017-
2018.
The theoretical concept used is the theory of policy implementation by
George C. Edward III. This type of research is descriptive qualitative. The data
collection technique is done by interview and documentation.
The results of this study are the implementation of the Smart Pelalawan
Program at the Elementary School (SD) Level in Pangkalan Kerinci District,
Pelalawan Regency in 2017-2018 has not been optimal. The factors that affect the
Smart Pelalawan Program are divided according to what George C. Edward III says,
which includes Communication, Resources, Dispositions or Attitudes, and
Bureaucracy.
