ABSTRACT
Animal abuse is not only considered a violation of moral ethics but
also violates positive law, because animal abuse is already regulated in
Indonesian laws and regulations. However, the implementation of the rules on
animal abuse is still not fully implemented due to the lack of strict law
enforcement given to perpetrators of animal abuse and the lack of knowledge
and public awareness of regulations related to animal abuse. In addition, of the
many cases of animal abuse that occurred in Indonesia, only three cases ended
up being decided by the court. In Riau Province, there have also been many
cases of animal abuse, ranging from mild to severe abuse of animals that caused
death.
This research is an empirical juridical research or sociological legal
research. Empirical juridical research is carried out by conducting legal
identification and how the effectiveness of the law applies in society, because in
this study the author directly conducted research at the location or place under
study, namely the Riau Regional Police. This research is descriptive in nature,
namely to provide a clear and detailed description of the problems studied by
the researchers, namely about Law Enforcement against Animal Abuse
Perpetrators in the Riau Regional Police.
From the results of the research conducted, it can be concluded that
the Enforcement of
The law against perpetrators of animal abuse in the Riau Regional Police Legal
Territory has not run optimally because of the lack of seriousness by law
enforcement officers to follow up on perpetrators of animal abuse. Obstacles in
law enforcement of the crime of animal abuse is that the rules for animal abuse
have not been implemented due to several factors, namely statutory factors, law
enforcement officials, community factors, facilities and infrastructure factors
and the community. Efforts made to overcome these obstacles are by conducting
socialization and counseling to the community and increasing the ability and
seriousness of law enforcement officers
