ABSTRACT
The objectives of this study were: (1) Describing independent oil palm farming cultivated by farmers during rejuvenation according to the ISPO concept. (2) Analyzing the role of extension in the independent pattern of oil palm farmers in the ISPO concept during replanting. (3) Analyzing the empowerment and independence of farmers in the rejuvenation of independent oil palm in the ISPO concept. The sampling method used was the multistage sampling method with consideration of the criteria for a large area of oil palm trees that both produce old and damaged oil palms (TTR). 90 independent oil palm farmers were taken as respondents. Data analysis for the first objective used descriptive analysis, the second and third objectives used the Likert Summated Rating (SLR) Scale. The results showed: (1) The description of independent smallholders in Rokan Hulu Regency is classified as in poor condition. The management of independent smallholder oil palm plantations has not implemented the ISPO Principles and Criteria standards, such as: lagality of independent smallholders, smallholder organizations and independent plantation management, environmental management and monitoring, sustainable business improvement. (2) On average, the role of extension services in Rokan Hulu District does not play a role in providing education, dissemination of information, facilitation, consultation, supervision, and monitoring evaluation to independent oil palm farmers. (3) The level of empowerment of independent smallholders in Rokan Hulu Regency as a result of the implementation of "less empowered", extension workers do not empower farmers about ISPO principles in the field. The level of independence of independent smallholders is also “less independent”.Smallholders have not been able to make decisions in implementing ISPO.
