ABSTRACT
Corona Virus Disease is a virus that can cause death in humans and
animals. This virus has spread to all corners of the world, including Indonesia.
Since the Corona Virus entered Indonesia, several policies have been issued by
the Indonesian government, one of which is Large-Scale Social Restrictions.
Large-Scale Social Restrictions are contained in Government Regulation Number
21 of 2020 concerning Guidelines for Large-Scale Social Restrictions. In
Pekanbaru City, there were several cases related to the spread of the Corona
Virus before the implementation of Large-Scale Social Restrictions. The number
of positive cases of Corona Virus on April 10, 2020 was 6 cases, plus People
Under Monitoring (ODP) as many as 2,332 cases and Patients Under Care
(PDP) 99 cases. With the number of Corona Virus cases already quite large,
through Pekanbaru Mayor Regulation Number 74 of 2020 concerning Guidelines
for the Implementation of Large-Scale Social Restrictions in Handling Corona
Virus Disease 2019 (COVID-19), Large-Scale Social Restrictions were imposed
in Pekanbaru City.
The purpose of this research is to find out the effectiveness of
implementing Large-Scale Social Restrictions in Pekanbaru City, obstacles in
implementing PSBB based on Mayor Regulation Number 74 of 2020 and efforts to
overcome obstacles encountered during PSBB. This research was conducted at
the Pekanbaru City Health Office and Satpol PP, while the samples were all
parties related to the problems studied in this study, the data sources used,
primary data, secondary data, and tertiary data. interviews, and literature
studies.
From the results of the research and discussion, the following conclusions
are obtained: First, the implementation of large-scale social restrictions is not
effective based on the Mayor's Regulation Number 74 of 2020. Second, the
obstacles in implementing the PSBB are personnel factors or human resources
and legal awareness of the community. Third, efforts to overcome obstacles in
implementing PSBB in Pekanbaru City are adding personnel or human resources
and socializing PSBB. From the results of this study, the authors suggest that the
Covid-19 Task Force be more assertive in carrying out supervision, education
and control of the people in Pekanbaru City. And the public needs to be aware of
the dangers of the Corona Virus and obey all the rules and appeals that have been
imposed by the Pekanbaru City government.
