ABSTRACT
In December 2019, an outbreak of pneumonia caused by the coronavirus
occurred in Wuhan, Hubei province, and has spread rapidly throughout China.
This epidemic spread so quickly throughout the world. This outbreak was named
Corona Virus Disease 2019 (COVID-19) caused by Severe Acute Respiratory
Syndrome Coronavirus-2 (SARS-CoV-2). Election of Governors, Regents and
Mayors, hereinafter referred to as elections, is the implementation of people's
sovereignty in Provinces and Regencies/Cities to elect Governors, Regents, and
Mayors directly and democratically regulated in Law Number 1 of 2015
concerning Stipulation of Government Regulations in Lieu of Laws. Law Number
1 of 2014 concerning the Election of Governors, Regents, and Mayors.
Regional elections have been postponed due to the Covid-19 pandemic as
regulated in Government Regulation in Lieu of Law Number 2 of 2020 concerning
the Third Amendment to Law Number 1 of 2015 concerning Stipulation of
Government Regulations in Lieu of Law Number 1 of 2014 concerning Elections
for Governors, Regents , and the Mayor Becomes Law.
This study was structured using qualitative analysis. Qualitative data analysis
produces descriptive data, namely collecting all the necessary data obtained from
primary and secondary legal materials. This type of research is normative juridical,
namely research that is focused on examining the application of rules or norms in
positive law. The approach used in this research is to use a normative approach, namely
library law research.
The results of the research conducted by the author are, firstly, to find out
the legal politics in holding the 2020 simultaneous regional head elections during
the pandemic, where the 2020 simultaneous regional elections are very different
from previous years due to the Covid-19 pandemic that hit the world so that there
are many regulations regarding the implementation of regional elections.
Changes, one of which is the issuance of Government Regulation in Lieu of Law
Number 2 of 2020 concerning the Third Amendment to Law Number 1 of 2015
concerning Stipulation of Government Regulation in Lieu of Law Number 1 of
2014 concerning the Election of Governors, Regents, and Mayors into Laws , and
secondly to find out the consequences of the stages of holding the regional head
election both before the covid-19 outbreak and after the covid-19 outbreak.
