ABSTRACT
Children are a mandate and a gift from God Almighty who has inherent
dignity and worth as a whole human being. Every child has dignity that should be
upheld and every child born must get their rights without the child asking. Child
protection needs to be considered because there are still many cases of violence
against children that occur in Pekanbaru city where cases are reported directly or
indirectly directly to the Office of Women's Empowerment and Child Protection
(DP3A), so that the principles of human rights remain alive. Cases of violence
against children can be resolved fairly and transparently by law enforcement. The
purpose of writing this thesis: First, to find out the juridical analysis of Article 41
Letter h of the Regional Regulation of Riau Province Number 3 of 2013
concerning the Protection of Children's Basic Rights in the city of Pekanbaru,
secondly, to determine the factors causing the occurrence of physical and
psychological violence against children in the city of Pekanbaru. knowing the
efforts made to overcome the obstacles in Article 41 Letter h of the Regional
Regulation of Riau Province Number 3 of 2013 concerning the Protection of
Children's Basic Rights in the city of Pekanbaru. The author conducts research
with the type of research method that the author uses is a sociological legal
research type.
From the results of the study, there are three main things that can be
concluded. First, the analysis of the application of Article 41 Letter h of the
Regional Regulation of Riau Province Number 3 of 2013 concerning the
Protection of Children's Basic Rights in Pekanbaru City, secondly, what are the
factors that cause physical and psychological violence against children in
Pekanbaru city, thirdly What Efforts Should Be Done to Overcome Obstacles in
Article 41 Letter h of Riau Province Regional Regulation Number 3 of 2013
concerning Protection of Children's Basic Rights in Pekanbaru City.
The author's suggestion, in this study, is to suggest that the local government
is more consistent in providing protection and fulfillment of children's rights in
the city of Pekanbaru so that the number of violence against children can
decrease, suggesting that local governments are more tying up friendly facilities
for children so that the fulfillment of children's rights Children are maximized so
that cases of violence against children can be handled more effectively,
suggesting that child and women protection institutions in the Riau area,
especially in the Pekanbaru area, are more aggressive in dealing with cases of
violence against children.
