Keberdayaan Dan Kemandirian Petani Swadaya Dalam Peremajaan Kelapa Sawit Di Provinsi Riau
This research aims to 1) Study palm oil farming conducted by self-help
farmers with reference to the application of Indonesian Sustainable Palm Oil
(ISPO), 2) Reviewing the level of empowerment and independence of self-help
palm oil farmers in Riau Province, 3) Analyzing factors that have an influence in
the level of empowerment and independence of self-help palm oil farmers in Riau
Province. The study was conducted in 27 villages in 9 sub-districts of 3 districts in
Riau Province, which was carried out in 2019. The number of sample respondents
as many as 270 self-help palm oil farmers. The data used in this study is primary
data and secondary data, obtained from various sources and related literature
and interview results based on questionnaires. The analytical methods used in this
study are descriptive analysis, Likert Scale analysis and Structural Equation
Models (SEM).
The results showed that empowerment and independence at the level of
self-help farmers are still low to be able to carry out oil palm rejuvenation in Riau
Province according to ISPO criteria. The value of the acquisition of farmers and
self-help farming groups based on likert scale analysis is, 3.07 or is on sufficient
criteria, meaning that farmers and self-help farming groups are good enough to
manage their gardens independently. But in the technical application of
cultivation, it is still not in accordance with the ISPO criteria, so it needs to be
improved and received further attention to be able to encourage the improvement
of the quality of knowledge at the level of self-help farmers.
The level of power of farmers and self-help farming groups based on the
results of the Likert Scale analysis is 1.95, or powerless. This is due to the still
low level of Human Resources (HR), Planter Economy, and Institutional analyzed
according to ISPO principles, which are seen from the legality of planter gardens,
planter garden management, Environmental Monitoring Management, and
Sustainable Business Improvement. This condition reflects that farmers and selfhelp
farming groups are still unable and not yet empowered to apply the ISPO
principle in palm oil rejuvenation activities, so that farmers' empowerment
programs and activities and self-help farming groups need to be implemented.
The independence of farmers and self-help farming groups in the
application of the ISPO principle is at a score of 2.06 or not independent. This is
in line with the low level of power of farmers and farming groups. Farmer
independence is seen from 4 indicators of size, namely decision making in the
selection of commodity types, decision making in the fulfillment of production
facilities, decision making in pricing, and decision making on marketing systems.
The level of power of farmers and farmers groups will show the level of
independence of farmers and farmers groups, so that to achieve conditions where
farmers and farming groups are already independent it is necessary to increase
the level of farmer power.
The results of the Stuctural Equation Modelling (SEM) analysis showed
that the sapta of farming businesses had a significant influence on power by 0.01,

by 0.56. The output of the model's feasibility test results shows that, the model has
met the minimum was achieve. The model's analysis of probability values of 0.018
