Dampak Pandemi Covid-19 Terhadap Kesulitan Membayar Pinjaman Pada Badan Usaha Milik Kampung (Studi Kasus Di Kampung Tualang Kecamatan Tualang Kabupaten Siak)

ABSTRACT
The purpose of research was to identify the effects of pandemic Covid-19 on the
difficulty of paying loans by microcredit borrowers in rural areas. Research was
conducted at savings and loans business unit BUM Kampung in Tualang Village
Tualang district Siak regency with survey method in August–September 2021 by
interviewing 30 borrowers who are generally engaged in the trade and service sector
who are in arrea in loan payments in 2020 and 5 administrators BUM Tualang Jaya
Village. Data analysis using the descriptive method, includes changes in the
borrower’s business conditions during pandemic Covid-19, cause of difficult y
paying, effect pandemic Covid-19 to unit operational SP BUM Kampung and the
management’s efforts in overcoming difficult in paying installments by borrowers.
the result of research shows that in general, the borrower's business condition
decreased by more than 50 %in pandemi Covid -19, resulting in a lack of working
capital and difficulty repaying loans. Operational BUM Kampung also experienced
adjustments to operational hours restrictions, a decrease in salaries for the
management of the postponement of annual end of the meeting and difficulties in
distribusing new loans. Collectabilitees conditions substandard due to declining
business conditions of borrowers and borrowers are difficult to find, so the
management provides installment relief. Effect of pandemi covid-19 to financia l
performance BUM Kampung on 2020 decrease compared to last year 2019,
characterized by decreased profitability (ROA and ROE) and increase the ratio of
operating costs to revenues.
