Peran Kelembagaan Dalam Memandirikan Petani Swadaya Pada Peremajaan Kelapa Sawit Dengan Standar Ispo Di Kabupaten Rokan Hilir
ABSTRACT
Palm oil is one of the leading commodities that make an important contribution to
economic development, especially in Indonesia. Rokan Hilir is one of the districts
that has the potential for oil palm development, because the area of oil palm
plantations in Rokan Hilir is 193,780.50 hectares with a production of 670,517.61
tons. The objectives of this study are: 1) Identifying institutions and their roles in
independent smallholders in oil palm rejuvenation in Rokan Hilir Regency, 2)
Analyzing the level of empowerment and independence of independent oil palm
smallholders in rejuvenation with ISPO standards in Rokan Hilir Regency. The
research used survey and interview methods. The sample of farmers was taken
using the Purposive Sampling method as many as 90 respondents, while the
determination of the location sample was carried out by the multistage sampling
area method. The results showed that the institutions that played a role were
extension institutions, farmer groups, cooperatives and financial institutions. The
role of extension institutions in Rokan Hilir Regency is no longer active, farmer
groups that are still active in Rokan Hilir Regency are Tanah Putih Subdistrict in
Rantau Bais Village, namely Jaya Farmers Group which plays a role in taking
fertilizers and pesticides, in Bagan Sinembah Subdistrict in Lubuk Jawi Village,
namely The Budi Mulyo, Karya Maju, and Karya Manunggal Farmers' Groups
play a role in oil palm farming. Cooperatives that are still active in Rokan Hilir
Regency are Tanah Putih Subdistrict in Rantau Bais Village, Ikrom Cooperative
which plays a role in land management, in Bagan Sinembah Subdistrict in
Harapan Makmur Selatan Village, Karya Jaya Cooperative which plays a role in
oil palm farming, while in Lubuk Village Jawi, namely the Karya Mandiri
Cooperative, plays a role in taking fertilizers and pesticides. The financial
institution that plays a role in Rokan Hilir Regency is in the District of Bagan
Sinembah in Lubuk Jawi Village, namely the palm oil fund management agency
(BPDPKS) which provides assistance for the people's palm oil rejuvenation (PSR)
program in the amount of Rp. 30 million/ha/farmer. The empowerment of farmers
against the ISPO principle is in the underpowered category with an average score
of 1.82. Independence in decision making of farmers in the application of ISPO in
the less independent category with an average score of 1.91.
