The water level, soil stretching, damage of natural vegetation and the
decrease of soil fertility quality can occur as result of unenvironment mining
insight which have a negative impact to the social-economic life of the society
around the mine site. Mining materials is indispensable in human life, therefore
the synergy between mining and the environment is needed, one of which is the
reclamation of ex-mining land. UU no. 3 of 2020 about mineral and coal mining,
requires Izin Usaha Pertambangan (IUP) holders to carry out reclamation
activities in improving and restoring environmental quality. Evaluating criteria
for the reclamation result are stated in KEPMEN ESDM No.
1827K/30/MEM/2018 Appendix VI, but that regulation only looks at the success
of reclamation from the environmental dimension, while the social and economic
dimensions of the society have not been detail regulated. It is necessary to adjust
the criteria of reclamation result in order to be in line with post-mining
implementation. PT. Bara Prima Pratama (PT. BPP) which has an IUP for the
Coal Production Operation stage, located in Indragiri Hilir Regency, Riau
Province, needs to implement the reclamation obligation. In the course of 11
years, the ratio between disturbed land due to mining and reclaimed land is
indicated still high indicated (±75%), with plant growth rates still varying. They
said, most of the land that has not been reclaimed is still used for active mining,
and will be reclaimed gradually until post-mining activities. Reclamation by PT.
BPP needs to be assessed and evaluated according to good mining rules and has
a positive impact on the environment and the community around mining site,
using the Analytic Hierarchy Process (AHP) method with ranking and weighting.
