Plastic waste is a problem that has emerged and has become increasingly troubling in recent years. The problem of plastic waste, if there are more and more in the environment will have the potential to pollute the environment. The complexity of the problem of managing plastic waste is inseparable from the rapid growth of the city. Rapid urban population growth results in high waste generation, lack of waste transportation facilities and infrastructure, limited government capacity, lack of coordination with the private sector, low public awareness and participation in disposing of waste, as well as high community dependence on food delivery services and online shopping during the COVID-19 pandemic. The purpose of this study was to analyze the amount of plastic waste generated, analyze the existing conditions of plastic waste management and formulate appropriate strategies for plastic waste management during the COVID-19 pandemic. The research has been carried out from November to December 2021. This research uses a quantitative approach with survey research types and direct observation to the field. Primary data were collected from the answers to each respondent's questionnaire, interviews, field documentation and direct observation. Secondary data obtained from the department and related parties in this study. The analysis used in this research is descriptive analysis and SWOT analysis to determine the appropriate and appropriate management strategy. From the results of sampling research conducted for 8 consecutive days and carried out 3 times sampling shows the composition of plastic waste is 20.72%. Meanwhile, data on the composition of waste from the Pekanbaru City Environment and Hygiene Service at TPA 2 Muara Fajar from 2019 to May 2020, the composition of plastic waste is 10.14%. So that there is an increase for waste by 10.58%. This fact shows that the percentage increase for production before the COVID-19 pandemic and during the COVID-19 pandemic was 104.34%. The SWOT results from the management of plastic waste during the COVID-19 pandemic in Pekanbaru City, Riau Province, are in quadrant IV, meaning that plastic waste managers in Pekanbaru City are advised to carry out a survival strategy.
