Pemodelan Spatial Perubahan Penggunaan Lahan Dalam Pembangunan Wilayah Berkelanjutan (Studi Kasus Kecamatan Pangkalan Kerinci Dan Sekitarnya Kabupaten Pelalawan)
Land is a natural resource of the outer surface of the earth that supports life. Many factors affect land use changes, include social factors such as population and distance from settlement, economic factors such as distance from business activies and biophysical factors such as soil type, elevation, slope, rainfall and distance from rivers. This land use change in an aspect that is widely study of regional development planning, regional homogeneity, accessibility and completeness of infrastructure.
The existence of industry and plantation in Pangkalan Kerinci District from 1985-2020 spurred social and economic changes that were closely related to development. The results of the initial study show that, there are built-up land, oil palm plantation, and dry land agriculturelocated in protected areas. Strategies and direction for controlling land cover/ land use are needed to minimize inconsistencies in the alignment between land cover/use and the Regional Spatial Plan (RTRW). The main objective of this study is to predic landcover/ land use in 2039 using Sistem Information Geografis and Cellural Automata-Markov modeling with the following details : (1) analyzing land cover/land use changes, (2) analyze the driving factors of changes, (3) Build a model prediction of landcover/ land use change in 2039, (4) Compile directives for land cover/ land use control.
The results showed that the landcover/ landuse of forest and shrubs was reduced because they were converted to oil palm plantations, dry land agriculture, built-up land and open land area during the period 2007-2021. The forest area in 2021 is 19.232 ha (15,1%) decreased 13.516 ha (-41,3%) from 2007, the forest conversion rate is 965 ha/year. The area of oil palm plantation is 75.003 ha (58,8%) increase 3.954 ha (5,6%) from 2007. The area dry land agriculture was 13.365 (10,5%) increase 8.629 ha (182,2%) from 2007. The area of built-up land was 4.886 ha or increased 1.383 ha. The result of logistic regression show that the proximity factor to the factory/industri has a positive effect on all land cover/ landuse except for oil palm plantations to shrubs and oil palm plantations to built-up, in addition the prediction results show that the decrease in shrub cover is the widest change followed by the increase in the area of built-up land.
Meanwhile, the predictions of land cover/landuse in 2039 in Pangkalan Kerinci District and its surrounding areas show that shrubs will decrese by -0,6 % (746 ha), and built upland will increase by 0,7 % (836 ha). The results overlay with RTRW show that 60,9% are suitable, 23,2 % can still change function and 15,8 % are not suitable with RTRW. The largest land cover/landuse in protected areas is oil palm plantations and scrubs. Recommendation of a moderate land cover/ landuse control by maintaining forest in protected area, and rehabilitating shrubs and open land in protected area, production forest, community/private forest, local protected area, industrial area, agriculture area and other aquaculture area.
