Faktor-Faktor Yang Berperan Dalam Implementasi Kota Sehat Di Provinsi Riau

Efforts to improve the degree of public health by implementing the central government's policy, namely the implementation of healthy districts/cities (KKS) in Riau Province have not been carried out optimally. It is known that only 3 regencies/cities have realized KKS from the existing 12 regencies/cities. This study aims to determine the factors that play a role in the implementation of a healthy city in Riau Province. This research is a qualitative research. From the results of the research conducted, it was found that the Riau Province government's policy in implementing KKS refers to the legal basis of the central government. Then for regencies/cities that issue special policies in regulating the implementation of the new Siak Regency PSCs in the form of a Regent's Regulation (Perbup) regarding the implementation of Healthy Siak Regency. For institutions in Riau Province, a coaching team and technical team have been formed, but there is no forum for healthy cities yet. At the district/city level, there are already these three institutions in Pekanbaru City and Siak Regency; at the sub-district level there is a communication forum and at the village/kelurahan level there is a working group (Pokja). The source of funding in realizing this PSC generally comes from the APBD. Regarding socialization, communication and coordination in the implementation of KKS at the provincial level, it has been carried out both online and offline, but it is still not optimally implemented. Furthermore, in the achievement of the implementation of PSCs in Riau Province in 2020, it is known that none of the districts/cities have managed to get the Swasti Saba award because they do not meet the PSC requirements.
