Transparansi Dan Akuntabilitas Pelayanan Administrasi Terpadu (Paten) Di Kabupaten Rokan Hilir (Studi Di Kecamatan Bangko)
District Integrated Administrative Service (PATEN) is the
implementation of public services in the sub-district whose management process,
starting from the application to the issuance of documents, is carried out in one
place. reporting on PATEN services in Bangko District in 2019 there were 530
reports, then in 2020 there was a decrease to 142 reports, and in 2021 it
increased to 151 reports.
The purpose of this research is to find out how the Transparency and
Accountability of Integrated Administrative Services (PATEN) in Bangko District,
Rokan Hilir Regency. This research approach is qualitative with descriptive
method.
Based on the results of research and observations that have been carried
out on the implementation of the sub-district integrated administrative service
system (PATEN) at the Bangko District Office, Rokan Hilir Regency with the
theoretical basis of Sedarmayanti (2012) found that there are 4 variables that can
be implemented properly, namely the transparency indicator (clarity about
obligations/conditions). requirements so that affairs run smoothly, clarity on the
rights of the community who manage documents, clarity on management fees) and
there are variables that have not been implemented properly, namely
accountability (clarity and certainty of time, namely regarding procedures, details
of service fees and payment procedures, along with time schedules completion of
these services, speed of service, namely the ability to help the community and
provide services quickly).
