Strategi Pengelolaan Pelabuhan Laut Berkelanjutan Di Kota Dumai (Studi Kasus Pt. Pelindo Persero Cabang Dumai)

Indonesia is a large archipelagic country. The vastness of waters owned by Indonesia makes Indonesia's position important in the world trade route. Sea transportation is one of the mainstays and plays an important role for the economy. High activity in the economic sector, not only has a positive impact but also a negative influence on the environment. The destruction of the marine environment is one of the negative impacts of high economic activity at sea ports. One of the efforts to overcome these various negative impacts is through the application of the ecoport concept or an environmentally sound port. Dumai Port became the largest export port of CPO commodities on the island of Sumatra and was able to export 4,751,701 tons of CPO and its derivatives during 2019 for export to India, China, Japan, and throughout Europe. This figure is up 5.77 percent compared to 2018 which was 4,492,454 tons. Nationally, the number of CPO exports and their turnover in 2019 amounted to 37,390,000 tons, thus the contribution of CPO export activities and their derivatives through PT. PELINDO Dumai Branch in 2019 nationally amounted to 12.71%.
Various economic activities in the port area cause ecological, economic and social changes in local communities, increased labor needs to social conflicts with local communities are consequences arising from the increase in port operations of PT Pelindo Dumai Branch. The location of Dumai Port is directly adjacent to the mouth of the Dumai River and this determines that there will be problems with materials being carried by the current to dumai port and will cause speeding up the silting of demarga in addition to broilers caused by the unloading of dry fraudulent goods in the form of dregs whose use of tools is less than optimal by loading and unloading companies so that there is cargo that is wasted into the sea.
The importance of the role possessed by the Port of PT Pelindo Dumai Branch, demands the efficiency, effectiveness and sustainability of the port through good port management and environmental insight. This is important because it can affect the ecological conditions around the port. The development of pt Pelindo Dumai Branch Port which is environmentally sound, requires analysis and determining key aspects and appropriate management strategies. The increase in economic value arising from the existence of PT Pelindo Port must also be followed by the harmonization of social and ecological dimensions.
The research method used is a case study. The stages of research studies include the formulation of research problems, the preparation of designs (designs), determination of samples, collection of data compilation, data analysis and writing

reports. The data type and source consist of primary data and secondary data. Biophysical, economic and social data within the area and around the port area of PT Pelindo Dumai Branch were collected for analysis and scoring on each attribute to determine its sustainability status. Qualitative descriptive analysis is a research activity including the results of analysis of the data collected in order to answer research questions.
The results showed that the existing conditions in the ecological, economic and social dimensions still showed a fairly good level. Some attributes can still be maximized for the better. The level of sustainability for the ecological and economic dimensions is in the sufficient category, while for the social dimension it is in the good category. To improve the sustainability status of port management of PT Pelindo Dumai Branch, it is necessary to make improvements to several key attributes, especially the dominant factor in port management of PT Pelindo Dumai Branch.
