ABSTRACT
Talking about Pilkada as a pillar of democracy and a vehicle for
realizing people's sovereignty in order to produce good governance. In the
implementation of Pilkada, of course, all elements of society are involved,
including one of them is the State Civil Apparatus. State Civil Apparatus as one
that has a direct relationship with the government bureaucracy environment. So
this will of course be a problem when one of the candidates or candidates for the
regional head still has power relations at the time of the nomination so that there
is an imbalance for candidates who do not have power. So that the Neutrality of
the State Civil employee (ASN) is important, so that the Election/Election event
can run fairly (fair play) and fairly.
The main problem in this research is how to implement the oversight
function in the involvement of state civil servants in the 2020 regional head and
deputy regional head elections in Riau Province and what are the obstacles in
implementing the oversight function in the involvement of state civil servants in
regional head and deputy regional head elections in Riau Province in 2020 and
What are the efforts to overcome the obstacles encountered in the implementation
of the supervisory function carried out by the Riau Province Election Supervisory
Body.
The research method is observational research, by survey method. while
it is descriptive in nature, namely describing in detail and clearly regarding the
Implementation of the Oversight Function in the Involvement of State Civil
employee in the Regional Head and Deputy Regional Head Elections in Riau
Province in 2020.
The results of the study stated that the implementation of the oversight
function in the involvement of state civil servants in regional head and deputy
regional head elections in Riau Province was procedurally appropriate because
in carrying out Bawaslu supervision it referred to clear reference standards,
namely Law Number 7 of 2017 concerning General Elections. Bawaslu also does
not rule out the possibility of coordinating with other parties such as the public to
oversee the general election. The obstacles faced in supervising the involvement
of ASN in the election of regional heads and deputy regional heads in Riau
Province were dominated by a lack of awareness among individuals of clear
rules that included sanctions, as well as a tendency for individuals who wanted to
increase their career path in a short way, besides that the community's reluctance
to report any violations to the Bawaslu. The efforts made by the Bawaslu are to
carry out a number of approaches and socialization as well as appeals about
practical political prohibitions among state civil servants, as well as coordinating
with the provincial government to exercise control so that neutrality issues do not
occur within the ASN environment.
