Model Pengelolaan Sampah Kantong Plastik Dengan Konsep Liza 5R Di Kota Pekanbaru
Plastic pollution has become a global issue because of its complex environmental impacts. The increasing world population, changes in consumption patterns have resulted in an increase in the volume, type, and characteristics of waste, one of which is plastic bags. Excessive use of plastic bags has a negative impact on health and the environment. Pekanbaru City is the city with the largest population in Riau Province. The more the population, the more the behavior of using plastic bags will increase so that the amount of bag waste generation will automatically increase which causes high levels of environmental pollution. Most people's behavior can not be separated from the use of plastic bags. Changing the habitual behavior of using plastic bags in society is not easy. The garbage we throw away today will still be garbage for 50 generations to come. The problem of waste is indeed endless, the production of plastic bag waste will increase if it is not accompanied by proper management, it will pollute the environment. The problem of plastic bag waste is increasingly complex and needs to be managed professionally. Research Objectives: This study aims to estimate the production potential of plastic bag waste in the city of Pekanbaru, analyze the management behavior (knowledge, attitudes and actions) of the community in managing plastic bag waste in the city of Pekanbaru (mix method), formulate a model for managing plastic bag waste with the LIZA concept. 5R in the city of Pekanbaru. Materials and Methods: This research is a mix method research. Locations were carried out in 3 Districts of Pekanbaru City. The data obtained are data on the weight of plastic bag waste in Pekanbaru City and the behavior (knowledge, attitudes, actions) of the community in managing plastic bag waste. methods of data collection by observation, calculation, distributing questionnaires and in-depth interviews. data collection tools using checklist sheets, questionnaires, in-depth interview guidelines and scales. Management modeling was carried out with dependent T-test. Results and Discussion: The estimated average weight of plastic bag waste is mostly found in Marpoyan Damai District (1.5 tons/day) and the lowest sub-district is Rumbai Pesisir (0.629 tons/day). It is estimated that the annual weight of plastic bag waste in the sub-districts of Marpoyan Damai, Sukajadi and Rumbai Pesisir is around 547.5 tons/year, 505.8 tons/year and 229.5 tons/year. The estimated average weight of plastic bag waste per household is highest in Sukajadi sub-district as much as 0.10 Kg/family/day. It is estimated that the estimated weight of plastic bag waste per household in the sub-districts of Marpoyan Damai, Sukajadi and Rumbai Pesisir annually produces an average of 14.6 kg/year (0.014 Tons/year), 36.5 kg/year (0.036 Tons/year) and 10, 9 kg/year (0.010 Ton/year). The highest estimated weight of plastic bag waste is in Tampan District (1079.58 tons/year) and the lowest is in Sail District (144.39 tons/year). an average of about 476.82 tons/year. The large amount of waste generated in this sub-district is due to the fact that the Tampan sub-district is a residential development area and a very active economic area. There are several community economic centers, both traditional markets, shopping centers, warehousing areas, higher education areas, sports activity centers and several offices side by side with residential areas. The Tampan District is indeed the most densely populated area compared to other areas. Many environmental infrastructures, such as trash bins provided by the Pekanbaru City government, were found to be heavily damaged and missing. Some of the trash bins are filled with garbage that has been piled up without a sorting process, some of it has a buildup of garbage that eats up the road. The paradigm of waste
management in the community still uses the old paradigm of "collect - transport - dispose" so that the waste generation in several garbage collection point is still very large. The waste sorting process does not occur, this can be seen from the accumulation of waste from various types of waste, ranging from plastic, metal, glass, organic waste and even hazardous and toxic materials waste. Community behavior in the management of plastic bag waste is in the category of low knowledge, negative attitudes and actions of not managing plastic bag waste. From the results of the interview, it was found that the community had minimal knowledge about the definition of plastic bag waste, but had a good and positive attitude to minimize environmental pollution but it was not realized in their actions. Most people can not be separated from the use of plastic bags. The use of plastic bags is increasing every day and if there is no proper management it will cause piles that can have a negative impact on the environment. The method of managing plastic bag waste is one solution to reduce the amount of plastic bag waste. With the proliferation of shopping centers in Pekanbaru City, people's consumption patterns using plastic bags cannot be controlled so that the more people use them, the more the amount of plastic bag waste increases and affects the level of environmental pollution. Plastic bag waste is not managed and disposed of in the environment and ends up in landfill. The plastic bag waste management model in Pekanbaru City is the LIZA (Latest Innovation Zero Bag Plastic Waste Action) model with the 5R method. This model can be used as a simple solution in managing plastic bag waste starting from the household. Conclusion: The amount of plastic bag waste can be minimized if there is cooperation between all parties, be it the government, entrepreneurs, and the community. The innovation of the LIZA concept strategy with the 5R method can be used as a simple solution to change people's behavior in managing their plastic bag waste starting from their own households.
