Pemodelan Pengelolaan Sampah Di Kabupaten Siak
The characteristics of the Siak Regency area are land and waterfront with densely
populated areas concentrated in urban areas. In 2020, Siak Regency with a
population of 457,940 people is estimated to have produced 50,144.43 tons of
waste and 11,747.43 tons of waste disposed of in TPA. Waste management is
carried out using an end of pipe approach that leads to TPA in areas within the
reach of waste services, local processing (on site system) which still applies a lot
of burning patterns, and the 3R system (Reduce, Reuse, Recycle) which is still low
its application. The community is still used to throwing garbage in rivers, ditches,
vacant land, burning garbage and also hoarding it in their yards so that it still
shows waste management that is not environmentally friendly. This study aims to
design a waste management model in Siak Regency by analyzing the model in
terms of the role of government, community and private sector in cooperation,
participation, socio-cultural relations, active role and economic value of waste.
This research uses operational research methods with qualitative and quantitative
designs involving 420 respondents from government, community and private
elements in 14 sub-districts in Siak Regency. The choice of location is to combine
the conditions of coastal areas, local culture and densely populated areas in
waste management. The research results have formulated a conceptual model for
environmentally friendly waste management, including: 1. optimizing the 3R
system in waste management; 2. improve environmentally friendly waste
management facilities in an effort to optimize the final approach system; and 3.
carry out a landfill system in local processing in rural areas. In its
implementation, this model must be intervened with the concept of "zero waste" at
the source level as a waste management paradigm that waste must be used as raw
material for the next production process or activity.
