Manajemen Penanganan Persimpangan Jalan Ditinjau Dari Aspek Teknis Dan Ekonomis (Studi Kasus Jl. Imam Munandar – Jl. Bukit Barisan Kota Pekanbaru)
This study aims to provide an alternative to intersection handling
management based on existing traffic data by projecting the state of the
intersection for the short, medium and long term, whether the degree of saturation
has crossed the threshold with a degree of saturation equal to 0.8. If the Degree
of Saturation (DS) value is less than 0.80, several management alternatives for
handling the intersection technically and economically will be studied so that the
level of service at the intersection remains optimal. The data collection method
used in this study is the traffic counting method, while for the assessment of
alternative intersection handling technically using the MKJI 1997 method,
economically using the LAPI ITB method, time value analysis with the time value
of the research results of the Director General of Highways and investment cost
analysis with Benefit Cost Ratio and Net Present Value analysis. In addition, the
geometric analysis method is also used to project the amount of Average Daily
Traffic (LHR).
From the research results based on the results of a traffic survey, the
average degree of saturation (DS) value is 0.736, and this means that the level of
service at the intersection is still below the saturation threshold with a degree of
saturation value of less than 0.80. Based on the existing degree of saturation (DS)
results, an alternative implementation of traffic handling management is given.
Namely, the first alternative is road widening. The second alternative is a
combination of road widening and an LTOR ban. The third alternative combines
road widening, LTOR ban and traffic light optimization, and the fourth alternative
is Flyover Development. By projecting traffic flow for the short-term (5th),
medium-term (10th) and long-term (15th), the results of the analysis show that the
degree of saturation is less than 0.80, namely in the 5th year (2027). Of the four
intersection management alternatives offered, alternatives 2 and 3 resulted in a
small degree of saturation value of 0.80 in the 5th year. For the 10th to 15th year,
an alternative flyover construction was offered. Analysis of the economic
performance of the intersection from the results of calculating financial losses in
terms of fuel consumption due to delays has increased quite significantly with
annual peak hour losses for each 5th year (2027) IDR 317,130,000, - 10th year
(2032) ) IDR 460,350,000, - the 15th (the year 2037) 856,251,000, this shows that
the slower the handling of the intersection will result in higher financial losses
due to delays that occur at the intersection of Jl. Imam Munandar – Jl. Barisan
Hill. Calculating the feasibility of a flyover investment based on existing data
obtained a value of 4.693 where the value of the benefit-cost ratio is more
significant than one, which means the value of the benefits is greater than the
costs incurred, while the NPV value is Rp. 330,681,963,918, - which is positive so
that with development flyover, the benefits obtained will be far greater than the
costs incurred for the project, operation and maintenance.
