Strategi Pengelolaan Hutan Mangrove Di Bantan Kabupaten Bengkalis
This research is motivated by the geographical area of the coastal island
as a breeding and growth ecosystem in the study of mangrove forests. Has
complex functions ecologically, economically and socially. Characteristics of
coastal areas have potential, especially regarding environmental issues. In
addition to having the potential for natural resources, the coastal areas of the
island also have problems, especially the issue of abrasion. The coastal area of
the island that was appointed was Bengkalis Island, Riau (the outermost region of
the state border) part of the Riau Province which was geographically selected as
a coastal island area. The results of the documentation through field studies
indicate that there are serious threats related to environmental issues, especially
the damage to mangrove forests, the effects of natural factors, abrasion, and the
lack of efforts to manage policies on mangrove forests.
The purpose of this study was to analyze and explore the Mangrove
Forest Management Strategy in Bantan District, Bengkalis Regency and to
identify what obstacles were encountered in the Mangrove Forest Management
Strategy in Bantan District, Bengkalis Regency. This study uses a qualitative
descriptive research method approach. Primary data were obtained directly
through interviews from informants, namely the head of the Environmental
Service, Head of UPT KPHP, Head of Bantan Sub-district, Head of IPMPL, as
well as supporting informants namely the Head of Muntai Village, West Muntai,
and Pambang Pesisir.
The results of this study indicate that it is inseparable from community
participation through the IPMPL NGO Group (Malay Youth Association Cares
for the Environment) Bantan District in managing and maintaining mangrove
forests in their area. The types of participation given are in the form of energy,
property, money, ideas, and skills. Community participation includes group
involvement in every stage and process of participation in the field, the IPMPL
NGO group is still active today to continue to maintain mangrove forests in the
coastal area of Bengkalis Island, especially in Bantan District. In implementing
the Government Regulation of the Republic of Indonesia Number 60 of 2009 it
can be concluded that the lack of budget support, the absence of special
regulations, and the lack of serious policy implementers.
