ABSTRACT
The problem of fulfilling children's rights at this time occurs a lot in Indonesia, one of which is child neglect. It is sad that parents neglect children with disabilities. Indonesia has regulated child neglect in Indonesia which focuses on imprisonment, but does not explicitly discuss neglect of children with disabilities, so reformulation of sanctions must be present that can improve the perpetrators and return to society with understanding and a sense of responsibility towards their children. who have disabilities. The purpose of writing this thesis, namely: First, to find out the arrangements related to neglect of children with disabilities in Indonesia. Second, to find out which sanctions are deemed appropriate to be given to parents who neglect children with disabilities and so that parents can understand the actual needs and treatment needed for children with disabilities according to the variety of disabilities.
This research is a type of normative research or can also be called doctrinal legal research. Normative legal research is library law research. In this study, the authors conducted research on legal sistematic.The research was conducted by examining library materials or secondary data in the form of legislation and books written by legal experts related to research titles, articles, journals and various other sources. In this study, the authors conducted research on several laws and regulations related to problems or problems.
From the results of the research and discussion, it can be concluded that first, sanctions related to neglect of children that are oriented towards imprisonment, must be reformulated because it is not optimal to impose sanctions on parents who abandon children with disabilities. Second, the reformulation of sanctions that can be carried out in this case is by presenting action sanctions against parents who neglect children with disabilities.
