ABSTRACT
Computers are one of the tools to support the development of information technology. Information technology is closely related to the application of information systems, such as using information systems for borrowing and returning books. Data collection in developing this information system is carried out through observations at the SMP Negeri 23 Pekanbaru Library and interviews with the librarian on duty. The books are quite complete in the library at SMP Negeri 23 Pekanbaru. However, the process of borrowing and returning books is still done manually, namely still using a recording system in the loan book so data processing will take a long time. The design of this information system is done by making Unified Modeling Language (UML), Class Diagram, and Use Case Diagram. The information system was developed using website technology with the PHP programming language and utilizing a Database Management System (DBMS) called MySQL. The information system for borrowing and returning library books at SMP Negeri 23 Pekanbaru can overcome all book inventory and recording problems done manually so that the data collected can be integrity and processed into quality information. The results of this information system design produce an information system with returning, borrowing, book management, and librarian management features.
