Collaborative Governance Dalam Upaya Mengoptimalkan Pemanfaatan Pasar Plaza Bangkinang Kabupaten Kampar
This research is motivated by the lack of optimizing the buying and selling of traders who are in the Bangkinang Plaza. So that some traders who sell in the Bangkinang Plaza choose to sell outside the Bangkinang Plaza. The street vendors have not been stopped and are still carrying out buying and selling activities around the Bangkinang Plaza and eating up the roadside, causing congestion because someone is making stalls to sell on the roadside. Still haven't socialized the increase in service charge to traders and many traders are closed.
The purpose of this study was to analyze the implementation of Collaborative governance in an effort to optimize the utilization of the Bangkinang plaza market in Kampar Regency and to identify the inhibiting/supporting factors for the implementation of Collaborative governance in an effort to optimize the utilization of the Bangkinang plaza market in Kampar Regency. The type of research chosen is qualitative research with an inductive approach that is descriptive in nature. Data collection techniques were carried out through interviews, observation, and documentation. This research determines research informants as a source of information to obtain the required data. Informants in this study are people who know the research problems in depth. The number of informants in this study were 8 people.
The results of the study found that the results of this study explained that Collaborative governance in an effort to optimize the utilization of the Bangkinang Plaza in Kampar Regency was not running effectively. This is based on the theory put forward by Ansell and Gash. 1) Face-to-face dialogue face-to-face dialogue has been going quite well because stakeholders have interests and a common vision to be achieved, 2) Trust building in building trust in each other is responsibility according to the rules so that there is trust in one another and when there are obstacles they hold a coordination meeting. 3) Commitment to process has the same goals and the same hopes even though they have different thoughts, 4) Share understanding in carrying out their respective main tasks, receive suggestions and share understanding, 5) Intermediate outcomes do not go well. The inhibiting factors are limited human resources and limited budget.
