Collaborative Governance Dalam Penyelenggaraan Sistem Penyediaan Air Minum (SPAM) Di Kota Batam
SUMMARY
Clean water plays an important role in the development of Batam City, because a clean water system can control the development of the community. Batam City only relies on rain-fed reservoirs managed by the Batam Free Trade and Free Port Zone Concession Agency and collaborates with a consortium of PT Moya Indonesia, namely PT Air Batam.
The purpose of this study is to explanation and analyze collaborative governance in the implementation of SPAM in Batam City and its supporting and inhibiting factors. In this study using the theory of collaborative governance process theory which consists of four stages by Ansell and Gash, namely initial conditions, facilitative leadership, institutional design, and collaboration processes, then this study used qualitative research with interview techniques and agency documentation.
The results of the study found that collaborative governance in the implementation of SPAM in Batam City is officially conducted by BP Batam through SPAM Business Entity, PT Air Batam, and Batam International University as academics, while with public media and NGO Lumbung LIRA Kepri has no attachment related to SPAM implementation. The beginning of the implementation of SPAM was carried out with auction activities for cooperation in the operation and maintenance of SPAM Batam for 15 years since 2020, then the auction victory achieved by PT Air Batam is a form of trust given by BP Batam with the aim of meeting the water needs of the people of Batam City, then to carry out collaboration with cooperation partners, BP Batam issued the Head of BP Batam Regulation Number 2 of 2022 to regulate the maintenance and operation of SPAM in Batam City, so that if the three elements have been optimally implemented, the collaborative process consisting of face-to-face dialogue, building trust, commitment to the process, sharing common understanding and temporary results can run optimally. However, due to the absence of Memorandum of Understanding, the performance of stakeholders in collaborating does not run optimally.
