SUMMARY
The background of this research is that in order to prepare a Regional Government Work Plan (RKPD) which functions as an annual planning document, the Regional Government needs to hold a Development Planning Deliberation forum (Musrenbang) in stages, starting from the sub-district, sub-district, district/city level to the provincial level, including forums. Regional Apparatus Organizations (OPD Forum) at the Provincial, Regency and City levels. The aim of this research is to analyze the effectiveness of the implementation of Musrenbang in the Regional Development Work Plan (RKPD) at the sub-district level of Medang Kampai District, Dumai City.
This research uses a qualitative descriptive research method approach. Primary data was obtained directly through interviews from informants, namely the Head of Medang Kampai sub-district, the Secretary of the Dumai City regional planning and development agency, the Head of the Dumai City Regional Planning and Development Subdivision, Amk Lurah Mundam, the Head of Community Empowerment Section and the Head of the RT. 01 kel. Mundam.
The results of this research show that the implementation of Musrenbang for production criteria can be said to have not been implemented well, while for efficiency indicators it can be said to be not good, while for satisfaction indicators it can be said to be quite good, while for adaptation indicators it can be said to be quite good and also for development indicators it can be said that said to be quite good. From the meaning of these indicators, the production of goods and services describes an organization's ability to produce goods or services in accordance with environmental demand. The obstacles to the effectiveness of implementing Musrenbang in the sub-district level regional development work plan (RKPD) in Medang Kampai Dumai sub-district are two things, namely lack of participation from stakeholders and regional organizations and budgets that do not meet the smooth results of the Musrenbang.
