This research has been heid in Keiurahan West Sidomulyo Pekanbaru city
office at Purwodadi/Kayu Ramin 99. This research means to know the role of
lurah leadership about the worker’s behavior changing in implementing the best
sendees, and to know the factors that support and obstruct the role of lurah
leadership.
The research method in this script writing is by using the qualitative data
analysis with the analysis presenting descriptively. The subject in this research is
the worker in Keiurahan Office and West Sidomulyo Pekanbaru city society. The
object in this research is the role of Lurah leadership in implementing the best
sendees at the Keiurahan West Sidomulyo Pekanbaru city Office. Data collecting
techniques are by observing, interviewing and documenting. Legality technique
consists of participation extension, and triangulation.
The research result explain that the role of lurah leadership to the worker’s
behavior changing in implementing the best services at Keiurahan West
Sidomulyo Pekanbaru city office that is could be said that has the role but not
maximum yet, it was because the less effective of communication by following:
communication between the lurah and subordinates (down under communication);
communication between the subordinates and lurah (upper communication); and
the communication among the workers (horizontal communication
