This research is motivated by various personnel management issues which are the Duties and Functions and Work Procedures of the Siak Regency Regional Human Resources Development Agency, in carrying out the preparation and implementation of regional policies in the field of staffing affairs and services, transfers, employee development, education and training in Siak Regency .
The aim of this research is to analyze the Management of Personnel Services at the Siak Regency Regional Personnel and Human Resources Development Agency and the obstacles faced in Personnel Management at the Siak Regency Regional Personnel and Human Resources Development Agency.
The results of the study indicate that the implementation of staffing management at the Regional Human Resources Development Agency in Siak Regency has not been carried out properly. This is because in the implementation of personnel management there is an overload of work (over capacity), where the number of employees currently serving at the Siak Regency Regional Human Resource Development Personnel Agency does not match the number of needs that should be. The excess workload has an impact on the lack of employee work innovation.
