Efektivitas Implementasi Kebijakan Tentang Ketertiban Sosial Di Kota Pekanbaru (Studi Gelandang Dan Pengemis)
Social order is a state of social tranquility in accordance with prevailing norms, values, religious and cultural order where the government and society can carry out activities in an orderly, organized, comfortable, and peaceful manner. Social order signifies a harmonious and orderly social life in accordance with the functions and roles of each community. This research was motivated by the many homeless and beggars found in public places in Pekanbaru City which caused social order problems in the midst of community life in Pekanbaru City. This study aims to analyze the Effectiveness of Policy Implementation on Social Order in Pekanbaru City (Study of Homeless and Beggars). This research was conducted with a qualitative type of research with a descriptive analysis approach.With data collection techniques through interviews, observation, and documentation. This research uses Matland's theory in Kadji (2015) with four indicators, namely: policy accuracy, implementation accuracy, target accuracy, environmental accuracy. Based on this research, it can be concluded that the Effectiveness of Policy Implementation on Social Order in Pekanbaru City (Study of Homeless and Beggars) has not been effective. Inhibiting factors in the effectiveness of the policy implementation are weak enforcement of sanctions, lack of coordination between policy implementers, absence of special social institutions for productive age, targets refusing to intervene, and lack of community participation due to uneven socialization so that it affects the Effectiveness of Policy Implementation on Social Order in Pekanbaru City (Study of Homeless and Beggars).
