Implementasi Program Rehabilitasi dan Rekonstruksi Pasca Bencana di Kabupaten Pasaman Barat

This research is motivated by the natural disaster of an earthquake that occurred on February 25, 2022 with a magnitude of 6.1 SR which experienced 260 aftershocks. This earthquake resulted in damage to buildings and casualties. There were 1,111 units of houses that were severely damaged and 25 people died, as well as other damages such as educational facilities, office buildings, places of worship, health facilities and houses that were moderately damaged. Therefore, the government created a post-disaster rehabilitation and reconstruction program in West Pasaman Regency.
The purpose of this research is to analyze and explain the implementation of post-disaster rehabilitation and reconstruction programs in West Pasaman Regency and identify the obstacles faced in post-disaster rehabilitation and reconstruction programs in West Pasaman Regency and analyze and explain the efforts made by the government in the implementation of post-disaster rehabilitation and reconstruction programs in West Pasaman Regency. This research uses a qualitative method with a case study approach. Primary data was obtained directly through interviews from several informants, ranging from the person in charge of the program to the community.
The results of this study indicate that the government has not carried out attitudes/behavior, tasks/functions to cooperation optimally. Judging from the attitude of the government in the implementation of this program, starting from the formulation of technical guidelines and behavior in the implementation which took a very long time, starting from the earthquake on February 25, 2022 until now this Rehab-Reconstruction program has not been implemented because the government has not responded to the program as it should. The duties and functions of the government as the implementor of the program have also not been in accordance with existing regulations because there were errors in the initial data survey due to the process of identifying data on damaged houses that had not been clearly formulated and the implementation process was very slow. This can also be caused by incompetent human resources, a lack of attention to the level of service to the community and unclear socialization. The cooperation between the government and the private sector is also unclear, as the government is supposed to cooperate with the private sector, but the method of cooperation is irregular because the government considers them only as facilitators in this Rehab-Reconstruction program. The construction of damaged houses built by the private sector, the government also did not supervise the implementation so that the construction was completed for a long time until it was abandoned and not completed until it was ready for habitation. The obstacles faced in this Rehab-Reconstruction program are data errors, pressure from the community and lack of facilitators
