The residents of Pekanbaru City are diverse and have different lifestyles. Their lives are influenced by family and social environments. One of the significant social problems in the city is drug abuse. To address this, Pekanbaru City Regional Regulation Number 10 of 2021 concerning Facilitation of Prevention, Eradication of Abuse and Illicit Trafficking of Narcotics was implemented, with a main focus on prevention. This effort aims to make people understand the dangers of narcotics and prevent their use in their environment. This study aims to analyze the real situation of the implementation of drug prevention programs and identify the inhibiting factors in Pekanbaru City. The theory used is from George Edward III which includes four variables namely: Communication, Resources, Disposition, and Bureaucratic Structure. The research method used is descriptive qualitative method with data collection techniques through interviews, observation, and documentation. The results showed that the implementation of drug prevention programs in Pekanbaru was not optimal. This is due to the limited budget from the city government, which is only enough for a few activities, so that the socialization by the National Narcotics Agency of Pekanbaru City has not been comprehensive and limited human resources so that they have a high workload. So improvements are needed in carrying out implementation with these factors so that the program can run better and optimally.
