Medical rehabilitation is one of the correctional institutions' efforts to deal with addicts and victims of narcotics abuse. Of course, the service standards used must be in accordance with the procedures regulated by the Director General of Corrections in 2020. For this reason, the research aims to analyze and describe the implementation of medical rehabilitation service standards for narcotics addicts at the Class II A Pekanbaru Correctional Institution and analyze the inhibiting factors in implementing the standards medical rehabilitation services at the Pekanbaru Class II A Correctional Institution using Yulianto Kadjie's theory (2015) as seen from the indicators of a mentality approach, a systems approach, and a collaborative network approach. This research uses descriptive qualitative methods. The results of this research show that policy implementers have carried out responsibilities in accordance with their respective duties. However, there are inhibiting factors in implementing medical rehabilitation. The existing system has not been implemented well and is not in accordance with existing procedures because there are still many inadequate facilities and infrastructure and medical rehabilitation participants who are still not supportive, making collaborative relationships ineffective.
