Implementasi Program Mitigasi Kebakaran Lahan Dan Hutan Berbasis Pemberdayaan Masyarakat Pt. Kilang Pertamina Internasional Ru Ii Sungai Pakning
The fire problem has a significant impact throughout the world because it plays a role in increasing greenhouse gases and releasing harmful particulate emissions into the atmosphere. This not only causes damage to plants and animals, but also impacts the soil through heat release and ash deposition, which can lead to post-fire environmental degradation. The Community Empowerment-based Land and Forest Fire Mitigation Program is a superior program in the environmental sector that has been running since 2017 through the Fire Care Community (MPA). This program emerged from environmental issues in the form of forest and land fires that occurred in the Bukit Batu area in recent years. Previously, this group, which was only a volunteer, certainly did not have a sufficient budget to carry out its activities, and the village did not have enough to provide salaries for MPA members. With a lack of budget to support performance, MPA groups are often ineffective at extinguishing fires.
This research uses descriptive qualitative research which provides a general description of the research problem and its solution. This research uses the Policy Implementation theory according to George Edward III (1980) with four indicators, namely: communication, attitude/disposition, resources, bureaucratic structure. Based on this research, it can be concluded that the implementation of the Community Empowerment-Based Land and Forest Fire Mitigation Program at PT Kilang Pertamina Internasional RU II Sungai Pakning is going well. Factors that influence program implementation are Entrepreneurship, Cooperation, and Potential.
