Evaluasi Program Kartu Prakerja Di Kotapekanbaru
The Pre-Employment Card Program is a work competency development program aimed at job seekers, workers/laborers who have been laid off, and work- ers/laborers who need increased competency. This program was created by the Central government and applies to all regions in Indonesia, one of which is Pek- anbaru City. However, there are still obstacles in implementing the Pre-Employ- ment Card Program in Pekanbaru City, such as the lack of interest of participants in participating in training so that they do not increase their competency, the pro- gram targets are still not appropriate and the Pre-Employment Card registration process makes some people confused. This research aims to evaluate the success of the Pre-Employment Card Program in Pekanbaru City and to identify the obstacles faced in making the Pre-Employment Card Program successful in Pekanbaru City. The method used is qualitative research with a descriptive phenomenological ap- proach, with data collection techniques of observation, interviews, and documen- tation related to the research objectives. This research refers to Reidar Dale's Eval- uation theory. The types of data in this research consist of primary and secondary data, primary data was obtained through interviews with research informants, while secondary data was obtained through observation of research objects and documentation. The research results show that the evaluation of the Pre-Employ- ment Card Program in Pekanbaru City still needs to be evaluated again. The ob- stacle factor in implementing the Pre-Employment Card Program in Pekanbaru City is the system management that is not yet optimal by the Central Government and the lack of collaboration between the Central Government and Regional Gov- ernment.
