The problem in this study is that the high rate of violence against women and children that occurs requires the government to respond by providing protection to women and children as victims of violence. Violence against women and children can basically have an impact that is not single, so it is necessary to have a complex handling of its victims. This study aims to examine the effectiveness of handling violence against women and children by the Integrated Service Unit for the Empowerment of Women and Children (UPT PPA) in Pekanbaru City. The research method used is a qualitative method with a phenomenological approach, by collecting data through interviews with victims of violence, UPT PPA officers, and analyzing related documents. The results showed that although UPT Perlindungan Perempuan dan Anak Kota Pekanbaru has made significant efforts in providing services and protection for victims of violence, there are several challenges that hinder its effectiveness. Several factors such as lack of human resources, lack of budget, lack of infrastructure and lack of cooperation between Integrated Service Unit for the Empowerment of Women and Children
