Indragiri Hilir (Inhil) Regency is one of the regions that is developing the agricultural sector, especially the coconut plantation sub-sector and has the potential to become the largest expanse of coconut plantations in the world. Currently the area of coconut plantations in Inhil is 389,037 ha or 11.39% of the area of national coconut plantations, consisting of 340,778 ha owned by the people and 48,264 ha of companies that plant hybrid coconuts. “Almost 80% of the Inhil community depends on coconut for their livelihood . This research aims to examine the evaluation of coconut trade policy in Indragiri Hilir Regency and the inhibiting factors in policy evaluation based on the objectives of Regional Regulation Number 3 of 2018 concerning Coconut Trade.
The type of approach used in this research is descriptive qualitative using data collection methods through interviews and documentation. This research uses policy evaluation theory from William Dunn. The results of this research state that the evaluation of coconut trade system policies in Inhil Regency has not yet run optimally, this is indicated by the lack of development in the last few years since the issuance of the regional regulation on coconut trade systems. The inhibiting factors in evaluating coconut trading policies in Inhil Regency are firstly human resources, secondly infrastructure, and thirdly budget.
