Advances in technology and communication have become increasingly rapid, affecting every access to human life, which has also given rise to anxieties, including the emergence of crime in cyberspace. In this day and age, crime in the virtual world (cyber crime). One of the crimes that is currently developing is online gambling crime. Online gambling is included as a cyber crime because in carrying out the crime, online gambling uses computers and the internet as a medium to carry out the criminal act of gambling. Gambling is basically contrary to religious norms, decency and Pancasila morals, and can be dangerous for the survival of the community, nation and state. Gambling is a violation of the social culture of Indonesia. Therefore, the aim of this thesis research is first, to find out the factors that cause the rise of online gambling in the Riau Regional Police area. Second, to find out the role of the Special Criminal Investigation Directorate in dealing with online gambling crimes in the Riau Regional Police area. Third, to find out the obstacles for the Directorate of Criminal Investigation in tackling online gambling in the Riau Riau Regional Police area.
This type of research can be classified as a type of sociological research. This research took place at the Riau Regional Police, where researchers determined that the population and sample were all parties related to the problem being studied. This research uses data sources in the form of primary data and secondary data, and data collection techniques are carried out by means of interviews.
From the results of the research and discussions carried out, it can be concluded that the crime of online gambling in the Riau Regional Police is still so widespread that it requires maximum efforts, which is caused by various factors, including: individual factors themselves, social environment. , promotion and advertising, financial gain, people's habits. The Riau Regional Police Criminal Investigation Directorate, especially Subdit V, has made various efforts to tackle the rise of online gambling. First, a preemptive effort in the form of an appeal to online gambling players by conducting outreach in the field of public order. Second, preventive efforts in the form of blocking sites carried out in collaboration with the Ministry of Communication and Information. Third, repressive efforts can be interpreted as countermeasures, namely efforts shown to someone who has become evil to help him return to the right path, by arresting online gambling suspects. And what hinders the Directorate of Criminal Investigation in dealing with criminal acts of online gambling are legal factors, facilities and infrastructure factors, community factors, cultural factors and external factors
