ABSTRACT
The purpose of this study is to understand the implementation of the functions of the Masjid Paripurna carried out at Ar-Rahim Mosque and to identify the factors that hinder the implementation of these functions. The Masjid Paripurna is a program initiated by the Mayor of Pekanbaru in 2016. The Ar-Rahim Mosque has programs aimed at developing activities, nurturing religious outreach, community development, and maintaining the mosque in terms of its structure, aesthetics, and cleanliness. The research questions are: How are the functions of the Ar-Rahim Masjid Paripurna being implemented, and what are the factors hindering the implementation of these functions? This study uses a descriptive method with a qualitative approach, and the subjects of the research were selected using purposive sampling techniques. Data collection techniques included observation, interviews, and documentation, with data analysis involving data reduction, data presentation, and drawing conclusions. The results of this study indicate that the mosque still faces challenges in the economic aspect, such as a lack of economic empowerment programs for congregants. The implementation of the mosque's functions is influenced by internal factors such as leadership, internal management, and good coordination, as well as external factors such as government support and community participation. The main challenges faced include communication and coordination barriers, as well as low community participation in social and economic programs. These obstacles result in suboptimal program implementation and reduce the positive impact that the mosque can achieve.
