ABSTRACT
Second-hand clothing is clothing that has been or has been used before. Currently, there are many imported second-hand clothes traded in traditional markets to modern markets. It is found that the fulfillment of the increasing demand for clothing has caused imported used clothing to continue to flood the domestic market. In fact, imported goods that are allowed to enter Indonesia are goods with new conditions, not used goods. For this reason, the ministry issued Regulation of the Minister of Trade Number 40 of 2022 concerning the Prohibition of Imports of Used Clothing. This study aims to determine the Implementation of the Used Clothing Import Ban Policy Based on PERMENDAG 40 of 2022 in Pekanbaru City. This type of research is qualitative which is descriptive in nature with data collection techniques, namely interviews, observation, and documentation. This research refers to George Edward III's theory, namely communication, resources, disposition, and bureaucratic structure. The results showed that the implementation of the used clothing import ban policy based on Permendag 40 of 2022 was not optimal. The obstacles that occur in the implementation of this policy are the lack of socialization from the Riau Province Industry, Trade and UKM Office and the lack of human resources, budget resources, and facilities and infrastructure owned by the Riau Province Industry, Trade and UKM Office.
