At Riau University precisely in the Department of Electrical Engineering, the requirement to be able to take the Final Semester Examination (UAS) is lecture attendance. Lecture attendance activities that apply to the department use conventional methods or use attendance paper and in existing processes, previous attendance paper is printed by the administrative staff of each study program, then filled in every lecture by lecturers and students. However, the lecture attendance is considered ineffective because many students often forget to fill in the attendance, and after the lecture is completed and has been recapitulated by the admin staff, students must re -confirm by the lecturer concerned. In addition, attendance using conventional methods, can still be manipulated by students because some lecturers only record lecture material on the attendance sheet at the end of the session, after then submit it to students. This opens opportunities for the practice of being absent. And also the head of the Department and Coordinator of the Study Program cannot monitor directly. The study was conducted to overcome the problems in the Department of Electrical Engineering with the aim of finding the right solution. The results showed that the website system for lecturers can display QR Code and students using Android -based attendance applications. System Implementation Using Laravel Framework and Bootstrap V 5.0 Framework and Development for Android Applications Using the Kotlin Programming Language and System Development Using the Prototype Method. Testing of attendance application using ISO 25010 standard consisting of functional suitability tests with the results of all functionality running well, reliability test with rating results for android websites, usability test using UEQ for Android applications with excellent results, Performance Efficiency test for websites with websites with websites with websites with websites Results 91, Maintainability Test with Rating A Results for Android Websites and Applications, Portability Test with Website Results can be run on four different types of browsers and can be installed on different devices from the Android 8.1 to 13 version, security test with grade A results on the website and rating A for Android applications, and compatibility test with compatible results using the Splitscreen feature.
