The advancement of information and communication technology is growing rapidly, providing many conveniences for humans. The Internet is one of the products of the advancement of information technology and communication facilities. Many things can be done via the internet, starting from interacting with other individuals, searching for and obtaining information, looking for work, to making online purchases. Along with the development of the era, there are more and more modes of crime via the internet that occur, such as online fraud. Many reports have been received regarding various cases of online fraud in the Riau Regional Police with various modes, such as online fraud with the mode of job offers. This fraud mode occurs when someone transfers funds in the form of administrative funds to the perpetrator of fraud with the mode of job offers and after the funds have been transferred, the perpetrator disappears without further explanation.
This research is a sociological research, namely a type of research that uses community assumptions in finding facts that occur in the field to answer existing problems. This research was conducted in the jurisdiction of the Riau Regional Police. While the population and sample are parties related to the problems studied in this study. The data sources used are primary data, secondary data and tertiary data. Data collection techniques in this study through interviews, questionnaires, and literature reviews.
The results of this study can be concluded that first, the efforts of the Special Criminal Investigation Directorate in handling online fraud are still not optimal, as evidenced by the number of cases resolved is still small. The handling efforts carried out are in 2 (two) ways, namely preventive and repressive. Preventive efforts are only in the form of the police conducting socialization or counseling to the community with cooperation from Subdit V of the Special Criminal Investigation Directorate of the Riau Regional Police with the Binmas (Community Development) unit and repressive efforts begin with conducting investigations and inquiries. Second, the obstacles that occur in handling online fraud crimes include limited Police human resources, limited ability of Police personnel who understand Information Technology and Electronic Transactions (ITE), limited technology to track online fraud perpetrators and so on. As well as efforts to overcome obstacles in handling online fraud crimes include the police trying to improve technological facilities and infrastructure, establishing cooperation with other Regional Police, establishing cooperation with related parties such as Banks and social media, and so on.
