Kajian Pelaksanaan Pola Pengembangan Perkebunan Kelapa Sawit Berbasis Masyarakat Pada Badan Usaha Milik Desa (BUMDesa) Amanah Di Desa Bukit Gajah Kabupaten Pelalawan Provinsi Riau
This study aims to analyze the community-based management of palm oil plantations in Bukit Gajah Village, Ukui District, Pelalawan Regency, managed by BUMDesa Amanah. The development program for the palm oil plantation is driven by the history of transmigration and the need for economic equity as well as sustainability in natural resource management. This research identifies how BUMDesa Amanah, with its community-based approach, manages natural resources to improve the welfare of the village community. The method used is a case study with a qualitative approach, collecting data through interviews with key informants, including BUMDesa managers, plantation unit heads, and farmer group members. Data analysis was performed using a descriptive qualitative approach. The findings show that the land acquisition process for the palm oil plantation at BUMDesa Amanah begins with searching for land according to predetermined criteria. Then, a selection of available land alternatives is made, followed by socialization and registration of potential members. A discussion on land distribution and Fee determination takes place before the land purchase agreement is signed. The capital for purchasing the land comes from KT member funds, BUMDesa's internal funds, and bank loans by KT members. The palm oil plantations in KT 001, KT 002, and KT 003 are fully managed by BUMDesa Amanah, with production inputs obtained from the Saprodi business unit. The fixed costs for plantation management, such as manager salaries and other operational costs, vary among KT, with KT 001 spending Rp 40,650,000, KT 002 Rp 80,150,000, and KT 003 Rp 69,500,000 each month. Variable costs also show significant changes between December 2023 and January 2024, influenced by fluctuations in harvest results and operational activities. Net income per hectare decreased, influenced by the amount of TBS production and total costs incurred. The profit-sharing for KT members is done monthly, with different systems for each KT based on management methods and profit distribution. The efficiency analysis of BUMDesa Amanah shows the RCR values as follows: For KT 001, the RCR is 3,15 in December and 2,87 in January. For KT 002, the RCR is 2,74 in December and 2,80 in January. Meanwhile, for KT 003, the RCR is 1,89 in December and 1,65 in January.
