Mitigasi Bencana Kekeringan Pertanian Melalui Pemanfaatan Informasi Iklim Di Kabupaten Siak
Siak Regency is one of rice production center in Riau Province. However, the threat of drought due to climate change and variability can not be avoided. This study aims to analyze the vulnerability of agricultural drought in Siak Regency in 2023 and formulate mitigation strategies by utilizing climate information. The research employs qualitative approaches, utilizing data obtained through climate data processing, field surveys, interviews, and literature reviews. The focus of the study is on drought conditions affecting agricultural land in four sub-districts of Siak Regency: Sungai Mandau, Bunga Raya, Sabak Auh, and Sungai Apit. Factors influencing the use of climate information were analyzed from ecological, social, and economic perspectives to develop agricultural drought mitigation strategies for the region. The method used for analyzing agricultural drought involved summing the weights of the Oldeman climate classification and groundwater availability, thereby determining drought vulnerability. The mitigation strategies were formulated using a SWOT analysis.
The results reveal that agricultural drought vulnerability in Siak Regency in 2023 primarily occurred between June and October. The impacts of this drought include reduced crop yields and changes in the planting calendar. Furthermore, based on the SWOT analysis, the drought mitigation strategy for Siak Regency adopts a Strengths-Opportunities (S-O) approach, which emphasizes leveraging existing strengths and maximizing available opportunities. The recommended strategies based on the findings include conducting outreach and training on agricultural drought mitigation for farmers, collaborating with media to disseminate climate information, preparing rice supplies during wet months as a preventive measure against potential shortages during agricultural droughts, reinforcing local government regulations to preserve existing local wisdom, and improving the management of water resources. This study is expected to make a significant contribution to disaster risk management in the agricultural sector and serve as a foundation for the development of sustainable drought mitigation policies in regions prone to agricultural drought through collaboration between relevant governmental authorities and farmers.
