Lee and Rational Choice Theory according to James S. Coleman. The research took place at the Pekanbaru AKAP Terminal Main Market. Data collection techniques were obtained by observation, in-depth interviews, and documentation using the Miles Huberman model of qualitative data analysis. There were 6 research subjects consisting of 1 key subject and 5 main subjects who were selected in a planned manner using purposive sampling techniques. The research results show that the background to choosing to become a shuttle trader includes income, experience, capital, place of residence, competitive factors in the area of origin and relationships. The consideration for vegetable traders in choosing a destination city (Pekanbaru city) is that there are push factors, pull factors and obstacles. The driving factors for vegetable traders to choose a destination city are distance and economic factors. The factors that attract vegetable traders to choose destination cities are because of high public consumption of vegetables, high selling prices, availability of main markets and availability of toll roads.
