Strategi Kebijakan Penyelesaian Kebakaran Hutan Dan Lahan Terintegrasi Oleh Pemerintah Daerah Dan Aparat Penegak Hukum Di Provinsi Riau
Background and Objectives: The 2015 forest and land fires were considered the largest fires in history, so the Indonesian government finally introduced various policies related to peat ecosystems. Forest and land fires have become an annual problem and routine in Riau, which has had an impact on the people of Riau and has also spread to neighboring countries. The purpose of this study is to produce a new strategy in resolving forest and land fires through an integrated legal approach in preserving the peatland environment in Riau Province. Method: This study is normative, using library research and based on qualitative methods and data analysis is carried out based on existing data, processed statistically and used to answer the formulation of research questions. Strategic factor analysis includes internal and external factor analysis based on field observations, surveys, and literature reviews. Results: In this case, the policy strategy of the regional government together with law enforcement officers in resolving forest and land fires can be carried out with a 50:50 policy on forests and land, a Fire Mapping policy so that all law enforcement officers are more quickly connected to forest and land fires, and policies on confiscation of company assets, large fines, and even revocation of company permits. Conclusion: Forest and land fire cases are always resolved by prioritizing administrative law where the settlement with compensation is related to environmental damage. With the 50:50 policy and strict sanctions, it is hoped that it can provide a deterrent effect. The Fire Mapping policy is expected to be able to provide information quickly to all elements of law enforcement officers.
