ABSTRACT
This research is based on the police as one of the law enforcement officers
who are at the forefront of providing legal protection to victims of sexual
intercourse against minors. In handling a criminal case, the police have the duty
to receive reports and complaints from the public if a criminal act occurs, conduct
investigations and investigations of criminal acts, screen cases that will be
submitted to the prosecutor's office, report the results of the investigation to the
prosecutor's office and ensure the protection of parties related to the criminal
justice process. However, in reality, the public is still reluctant to report a
criminal act of sexual intercourse against a minor because the community thinks
that it is a disgrace for themselves and their families and there are limitations and
psychological pressure from minor victims in telling the events of the criminal
acts they have experienced.
This research was carried out at the Office of Unit IV PPA Satreskrim of the
Kuantan Singingi Police. The approach used by the author in this study is the
Sociological Juridical approach. In this study, the category of respondents
consisted of 1 officer from the PPA Office, 1 officer from the PPA Investigator,
and 5 people from the community who had made a report. The data sources used
by the author are Primary Data and Secondary Data. The data collection
techniques used are interview, observation, and literature study techniques. Data
analysis was carried out in a qualitative inductive manner.
Based on the research conducted on the law enforcement of the crime of
sexual intercourse with minors in the jurisdiction of the Kuantan Singingi Police,
it is known that the conclusion is that the law enforcement of the crime of sexual
intercourse with minors in the jurisdiction of the Kuantan Singingi Police has
been running well although it has not been maximized due to several obstacles
that occurred. The obstacles faced consist of several factors such as Legal
Factors, Law Enforcement Factors, Facilities or Facilities Factors, Community
Factors, and Cultural Factors so that efforts are needed to overcome these
obstacles. Efforts to overcome obstacles faced in law enforcement of the crime of
sexual intercourse with minors in the jurisdiction of the Kuantan Singingi Police
consist of preemptive, preventive and repressive efforts.
