ABSTRACT
Waste management in Indragiri Hulu Regency has become a serious concern in the spatial planning of the regency. In line with the population growth reaching 2.1% annually and significant economic development in recent times, the volume of domestic waste in Indragiri Hulu Regency has increased considerably. This trend poses a unique challenge for the local government in developing an effective and sustainable waste management system. The Regional Spatial Planning of Indragiri Hulu Regency has integrated domestic waste management as one of the important components in regional spatial planning and infrastructure. This is in line with the regional development vision to create a clean, healthy, and sustainable environment for the entire community.
From the perspective of the method used, the author employs a type of sociological/juridical empirical legal research in this study/approach. Sociological legal research is a type of research whose object is society. The focus of discussion in this research is related to the study of domestic wastewater management in the implementation of regional regulations on spatial planning.
From this research, it can be concluded that the implementation of Regional Regulation Number 1 of 2023 concerning the Regional Spatial Plan (RTRW) of Indragiri Hulu Regency in domestic wastewater management still faces various significant challenges. Although the regional regulation has created a positive legal framework, there is a gap between policy formulation and its implementation on the ground. Several major inhibiting factors have been identified, namely budget constraints for waste management infrastructure, minimal outreach to the community, and the absence of specific regulations regarding domestic waste compared to industrial waste.
