ABSTRACT
This study aims to analyze the influence of human resource competence, clarity of budget targets, and reporting systems on the accountability of government agency performance. This study was conducted at the Regional Apparatus Organization (OPD) in Rokan Hulu Regency. This study uses a quantitative approach using surveys and questionnaires distributed to 225 respondents consisting of financial officers and related staff from 45 OPDs. The results of the study indicate that human resource competence, clarity of budget targets, and reporting systems have a significant effect on the accountability of government agency performance. These results indicate the importance of improving human resource competence and improving budget management and reporting systems to improve the accountability of government agency performance.
