ABSTRACT
Law enforcement against traffic violations is very important to maintain
order and safety on the highway. One of the main problems that occurs in the
Pekanbaru City Police Resort area is the high number of traffic violations
committed by underage motorcyclists. The focus of the problem in this study is
how to enforce the law against traffic violations committed by underage
motorcyclists, efforts and obstacles that affect the effectiveness of law
enforcement. This problem raises concerns regarding safety and potential legal
impacts, considering that drivers do not yet have adequate skills and
understanding of traffic regulations. This study aims to analyze law enforcement
in reducing traffic violations by underage motorcyclists in the Pekanbaru City
Police Resort area and identify factors that affect the effectiveness of law
enforcement, including obstacles faced and efforts made to overcome them.
The research method used is sociological legal research, namely legal
research using secondary data as its initial data, which is then continued with
primary data in the field or on the community, examining the effectiveness of a
regulation or research that wants to find a relationship (correlation) between
various symptoms or variables, as a data collection tool consisting of document
studies or library materials and interviews. The type of analysis used is
qualitative analysis, where data is obtained from sentence descriptions, both
written and oral, and real behavior that is studied and studied in its entirety
without using statistical analysis. The researcher then draws conclusions in a
deductive manner, namely from general things to specific things.
The results of the study indicate that law enforcement against underage
motorcyclists in Pekanbaru City is still ineffective. Although various efforts have
been made, the number of violations involving underage drivers remains high.
Some of the obstacles faced in enforcing this law include limited human
resources, low public legal awareness, and lack of legal awareness in the
community itself. Efforts made by the police, such as conducting raids and
providing counseling to the community, although they already exist, need to be
improved to be more effective in preventing violations. Therefore, it is necessary
to increase more consistent law enforcement efforts and the active role of the
community in supporting the creation of good traffic awareness.
